Punjab Higher Education Commission Foreign PhD Scholarships 2023
Punjab Higher Education Commission, Government of Punjab has invited applications from eligible public sector college teachers of Punjab for the award. Foreign PhD Scholarships (Initially for 3 years) 2016 QS Top Ranking 500 Universities.
A limited number of foreign PhD scholarships are available this year in the humanities, social sciences, and management sciences. The purpose of the scholarships is to help the faculty to improve their research and teaching skills.
Eligibility Criteria:
- Must be a Pakistani citizen with domicile from any district of Punjab.
- Maximum age is 45 years as on last date of application i.e. 17 March 2020.
- Must be a full-time regular and permanent faculty member of a public sector college of Punjab with at least 2 years experience as regular/permanent faculty.
- Must have a valid offer/admission letter from a QS Top 500 overseas university. Admission should be directly to the Ph.D. Program starting Fall 2020.
- Must have completed 18 years of education (MS/M.Phil) with minimum CGPA 3.0 out of 4.0 in semester system and No. 3rd Distribution throughout academic career.
- Dual citizens.
- Candidates who are already availing any other scholarship.
- Candidates who are not full-time regular and permanent employees of a public sector college.
- Candidates who have not completed 02 years tenure as regular/permanent faculty.
- Applications submitted by hand will not be accepted.

Advertisement of Punjab Higher Education Commission Foreign Ph.D. Scholarship 2020 has been published on 26 January 2023 in Daily Jang Newspapers.
The fully funded scholarship will cover university tuition fees, return airfare, living stipend, cost of books, research allowance, and health insurance. This cost may vary by country, university and discipline. Tuition fees are provided up to US$ 79,440.
How to Apply
The duly completed application form should reach the Director HRD, Punjab Higher Education Commission, Arfa Software Technology Park, 346-B, Ferozepur Road, Lahore on or before the last date i.e. 10 March 2017. The complete application package includes the following:
- Application form with statement of purpose and research proposal (click here)
- A valid offer/admission letter from a foreign university in the QS top 500 ranking directly in Ph.D. Program
- Attested copies of Educational Certificates/Transcripts/Degrees from Issuing Board/University or HEC
- Appointment/regularization letter as regular permanent faculty in public sector college
- Photocopy of domicile
- Photocopy of CNIC
- CV/Resume
- Foreign Supervisor Profile
- IELTS/TOEFL/GRE etc score (if applicable)
- NOC from concerned government department
Note: – All the above documents should be in the same order as mentioned above and should be stapled.
Incomplete applications or applications with missing documents will be rejected.
By hand, applications will not be accepted.
Applicants have to apply through proper channel.
Application Procedure:
- Eligible faculty of public sector colleges of Punjab who have secured admission in top ranked universities (QS Ranking List 2020) can apply for foreign Ph.D. Jobs
- Applicants must be directly enrolled in the Ph.D. Program
- All applications will be processed by PHEC and shortlisted candidates will be interviewed.
- Successful applicants will be issued a provisional award letter for overseas Ph.D. stipend
- The final award letter shall be subject to the submission of legal documents or fulfillment of other conditions laid down in the provisional award letter.
Terms & Conditions:
The terms and conditions of the award of the scholarship are as follows and acceptance of the award constitutes an acknowledgment of the following obligations:
- The applicant must have obtained admission in his/her respective field of study.
- The awardee shall not change the course of study specified in the award letter without obtaining the prior approval of the Chairperson, Punjab Higher Education Commission, Govt. of Punjab
iii An awardee does not hold any other scholarship/scholarship during the scholarship period of his/her study.
- Change of University/Institute at any stage of study is not encouraged but due to unavoidable circumstances only logical justification with prior approval of Punjab Higher Education Commission will be acceptable.
- An awardee will receive leave from his employer to join his institution of study on a full-time basis.
- The awardee shall sign an agreement on non-judicial (stamped) paper with the Punjab Higher Education Commission (PHEC) that if the awardee fails to complete his studies, he shall return the total amount to PHEC. will His studies were funded by PHEC. The contract format will be provided to the selected candidates.
vii Also, personal guarantee of a person on non-judicial (stamp) paper which will ensure recovery in case of default. Sample will be provided to selected candidates.
viii After obtaining the degree an awardee is required to execute a bond with the Punjab Higher Education Commission to serve for 5 years in his parent’s field. Sample will be provided to selected candidates.
- An awardee must provide a declaration of assets by a guarantor. Sample will be provided to selected candidates.
- Every document i.e. Deed of Agreement, PHEC Guarantee, Surety Bond, and Declaration of Assets must be properly notarized, which means the document must be registered by a Notary Public who has a Notary Register. duly maintained and signatures of the executors should be obtained. Register and registration number must be entered with notarial stamp.
- The Punjab Higher Education Commission will monitor the awardee’s academic progress/performance and financial utilization on a six-monthly basis.
